Our client is looking for a Contracts Engineer for a contract position, rotating out of Aberdeen, working in Algeria on 28/28 rotation.

ROLE

To ensure C&P activities are performed in compliance with applicable Business principles, due Diligence, Ethical conduct, HSE policies, Contracting and Procurement procedure, and other relevant guidelines;
Develop, along with the Contract Holder, optimized contract strategies and contract management plans to ensure robust contracts are in place and effective post award contract management and close out of contracts/POs;
Undertake activities required by the contract strategy to deliver the requirements safely and timely;
Compile and manage EoI/ITT/RFQ packages for all types of contracts;
Ensure all contracts/POs are placed within the required timelines.


RESPONSIBILITIES

Work with GTG colleagues and any other relevant stakeholders in contracting and procurement skill set.
Keep sound working relationships and work effectively with Contract Holders, whilst maintaining commercial and contractual challenge.
Formulate and implement, along with the Contract Holders, robust contracting strategies to optimize value for the business; and addressing the business and HSE considerations, including market capacity and capability, local content opportunities, risk exposure and the overall project schedule.
Manage the tender process by coordinating with the Contract Holder(s) and the Business department to align C&P activities with the requirement; obtain the Scope of Work, draft tender documents etc.
Interface with all stakeholders for compilation of tender documents.
Structure contracts and agreements with the objective of minimizing claims and disputes.
Ensure that the safety aspects with attention to contractor HSE, as well as risk, local content, QA/QC, environmental and community relations aspects are captured and documented in the contractual requirements.
Ensure that pre-qualification and tendering activities include Due Diligence and Ethical conduct and are carried out in an effective and timely manner in line with the GTG C&P Procedure and local regulations.
Follow up with Tenderers to obtain their acknowledgements, clarifications /extensions, issue tender bulletins/addendums, preparation of bid evaluation criteria, receive bids, arrange for bid openings, address contractual /commercial exceptions taken by bidders.
Coordinate bid evaluations and ensure timely submissions of evaluation reports, defend their content and obtain their approval.
Co-ordinate relevant peer reviews and approval of both the Tender and final contract documents.
Interact and develop submissions and supporting documents for obtaining approvals from external and internal stakeholders (General Management, Board of Directors etc).
Develop and execute robust contract management plans to support Contract Holders in the post-award management of a contract.
Support EPC3 in all kinds of contractual commitments for effective post award contract management.
Ensure that contract spend is recorded in an auditable fashion. Assist in monitoring spend and each contracts.
Monitor and report on contractors contracting and procurement activities and their management of sub-contractors.
Ensure that Contractor complies with all the contractual obligations.
Ensure that Change management process is managed effectively, by timely addressing variations and claims.
Manage and maintain C&P contract/PO files including NDOs, strategies, signed orders, requisitions, correspondence and other relevant documentation.
Any other activity as directed by the business and instructed by EPC3 Managers and/or C&P Managers.
